The questline starts when you login, and doesn’t matter where you are located. The quest pops onscreen, asking you to come to Grommash Hold or Stormwind Keep. This questline is a follow up after the Antorus’s final boss defeat cinematic that shows Sargeras impaling Azeroth with his sword. Gallywix has discovered a mysterous substance in Silithus around the impact zone, and informs Sylvanas. The Bilgewater Cartel is sent to begin a mining operation there, and you are assigned to oversee those operations.
NOTE: When you arrive to Dalaran (Broken Shore version), this quest pops onscreen.
Nathanos Brightcaller: (Name)! The Dark Lady instructs you to meet me in Orgrimmar. Information has come to light crucial to the interests of the Horde. It is imperative we remain a step ahead of our rivals. Meet me outside Grommash Hold. Keep this quiet… or the consequences will be swift and severe.
Letter: The Warchief has requested that you return to Orgrimmar as soon as possible. There is an argent matter that requires your attention.
I will fill you in on the details as soon as you arrive.
You will find me near the entrance of Grommash Hold. The Dark Lady has plans for you, (Name). I would not keep her waiting…
Turalyon and Alleria can be found at the Valley of Heroes discussing how weird it feels to see their memorial statues.
(Alleria’s eyes drift from the statue’s cold stone visage down to the plaque engraved with her epitaph.)

Alleria sighs, her brow furrowed.
High Exarch Turalyon: It is unsewttling to look upon these memorials to our passing.
Alleria Windrunner: Indeed. Sometimes I feel that I have already died twice. Once when we were presumed lost on Draenor, and again when gripped by the shadow of the fallen naaru. Perhaps death is the true legacy of the Windrunners.
High Exarch Turalyon: You’re anxious. You hide it well… but I know you.
Alleria Windrunner: Like no other, my love.
High Exarch Turalyon: You don’t have to go. You don’t have to see her. Each of you has a path to follow. If the Light wills that those paths intersect, they will. There’s no need to force the hand of fate.
