The Allied Races: Kul Tiran is unlocked after completing the following achievements: A Nation United; Tides of Vengeance; and reach Exalted with Proudmoore Admiralty.

Once these are completed, go to the Stormwind Embassy (52.14 13.36) to talk to Jaina Proudmoore who provides the starting quest: Made in Kul Tiras.
