For Alliance players, the City of Dalaran Dungeon entrance is located in the Underbelly, by the sewer tunnel next to the Cantrips & Crows tavern. In the City of Dalaran, the entrance to the Underbelly is next to the Violet Citadel at /way 15.52 61.29 — then the portal is accessed at the sewer tunnel in the Cantrips & Crows at /way 14.68 62.99.

For Horde players, the entrance is on the other side of the sewer tunnel from the Loredamere Lake end in Silverpine Forest at /way 69.30 45.55. Modera grants access to the dungeon as long as someone has the Sewer Key.

According to a developer, it is not intended for Horde players to walk inside Dalaran (outdoors version), except in the dungeon.

City of Dalaran Dungeon

The City of Dalaran dungeon uses the Underbelly and most of the city above, recycling the same assets we know, but re-designed for the appropriate era.

According to Andromath, something happened in Dalaran. Reports show they are struggling to contain an outbreak of wayward arcane energies manifesting as arcane beings. Mana-infused vegetation has sprung into monstrosities lurking in the streets. Mages are barricading local shops and houses with protective barriers.

However, in the Underbelly, a sinister mastermind is possibly taking advantage of what is happening above, or perhaps they are responsible for the distractions to carry out their secret mission. Lorewise, I am not sure how these enemies are here in year one or how it fits the narrative.

World of Warcraft: Forever is not in the same timeline as World of Warcraft: Midnight — as revealed at BlizzCon. Things that happened in our timeline might not happen at all in World of Warcraft: Forever. But how would level 30-50 events in our timeline affect or interact with a Dalaran that opened its doors in Year One, whereas it remained sealed to the outside world in ours?

If some people knew Dalaran is open to the public, surely they would want to take advantage of it for their own nefarious purposes.

The implication of what is seen in the Underbelly is more than obvious, and it makes you wonder about what we know is coming at level 60, because none of that happened in the World of Warcraft (2004) storyline. So putting two and two together, something new might be brewing at the level 50-60 storyline.
