To unlock the Tallest Tree in the Forest Achievement, players must kill all the Zul’Aman Rare Elites listed in the achievement. These rare elites spawn usually every 23 minutes, approximately. For sanity, it is recommended to install the Rarescanner addon to get alerts when they respawn near you as you fly by, and to see an icon on their spawn location on the map.
Completing the Tallest Tree in the Forest achievement rewards you with the Colossal Amani Stone Visage decor.
